Two Bills on the proposed Ogun State Security Trust Fund (Amendment) Law, 2019 and State Road Management Agency (Amendment) Law, 2019, have scaled second reading on the floor of the Ogun State House of Assembly.
The Bills when operational would strengthen security operations by boosting the existing Security Trust Fund Law to promote efficiency in security management, just as the amendment on OGROMA Law would widen the scope of operations of the agency which would lead to the creation of Public Works Agency, for the indigenization of professionalism in the maintenance of public infrastructure.
The above were parts of the summation of views of all members who contributed to the second reading of the two bills with long titles “HB. No 02/OG/2019- The Ogun State Security Trust Fund (Amendment) Law- A Bill for a Law to Amend the Ogun State Security Trust Fund Law, 2011” and “HB. No 03/OG/ 2019- A Bill to Amend the Ogun State Road Management Law, 2006 and the amendment thereto of 2007”, at a plenary presided over by Speaker, Rt. Hon. Olakunle Oluomo.
Contributing to the Security Trust Fund Law, the lawmakers unanimously agreed that the Bill when passed by the Assembly and signed into law by the State Governor, Prince Dapo Abiodun, would help tackle security challenges with a view to having a more co-ordinated system that would create a Trust Fund which would allow corporate organisations and the citizenry to contribute resources to fund security equipment and infrastructure for effective security network.
They posited that the implementation of the Bill would allow for effective security management system, as more funding would be available for the procurement of modern security apparatus to equip all security agencies for effective service delivery, thereby creating a more conducive environment to further attract local and foreign investment opportunities into the State.
On the State Road Management Agency (Amendment) Law, 2019, members spoke in their separate submissions shortly after Hon. Abayomi Fasuwa moved the motion for the second reading of the Bill, which was seconded by Wahab Haruna, stating that the Bill was meant to further equip the agency to include other public infrastructure aside from the initial road maintenance responsibility.
They added that it would promote indigenization of professionalism as more professionals, the civil service and across the State would be involved in maintaining public infrastructure.
In his response, the Speaker directed that the Bills be forwarded to Committees on Special Duties as well as Works and Infrastructure, for further legislative actions.
